Underground utility work project

I'm the property manager for a commercial industrial property in the Atlanta area. Underground utility work is underway on Baker's Ferry Rd, Atlanta, GA 30336 and the installation includes what appears to be fiber-optic splice enclosures and conduit. I'm trying to confirm whether this is a Comcast project, identify the contractor and project manager, and verify the approved scope of work and restoration requirements.
