pay bill online

When I try to pay my bill online I select the Pay Now Button, It takes me to a new screen that says enter my password. I type it in and it takes me back to the pay now. I hit the pay now button and the site asks me for my password..... See a pattern ? 

Cannot pay online. FIX IT. And yes, My password is correct ...
