Charged for trouble call

Why was I charged for a trouble call? Lightning struck nearby and I was told there was an outage reported in the area so they put in a service request for me. Turns out the strike came through the cable line. It killed my router. I was never told there would be a service charge and I never asked for a tech to come out. I was just reporting what I thought was an outage. I need this taken off my bill immediately.

Ps the tech was 35 minutes late too...it was very annoying.
