Upstream speed extremely slow

I'm experiencing extremely slow upstream speed from my local server (using Comcast business class internet) to server in either Montreal, Canada or Terre Haute, Indiana. Upstream speed is only around 50KBps-70KBps. My upstream bandwidth supposed to be 7Mbps.

 

1. It connects to comcast business gateway directly

2. nothing else running behind gateway

 

Any ideas?

2 tried two servers. one in Montreal, Canada, the other in Indiana, neither of them achieves more than 70kbps.

 

if I choose local server (San Jose) on speedtest.net, it only reaches 1.xMbps which is far below my tier (7Mbps). It get worse if I pick up a farther server.

Are you only seeing slow uploads to the specific servers mentioned? What do speedtest say?
