Slow Speed and Packet Loss Between the Hours of 6pm to 12am pst

I posted this topic in another forum on the internet and thought I should post it here also to see if I can get any additional help. Here is the post which I just copied and pasted:

[Connectivity] Peak Usage Times

This is my line quality result at peak usage times: PingTest1

I tend to get results like this between 6pm to 12am PST

Now here is a result at 11am PST which was earlier in the day: PingTest2

I have a business account with Comcast with a dynamic ip. I used to have statics and never had results like this. Here is a result during peak usage time when I had a static ip: Old PingTest

Hmmm...What is going on here if you can tell me...Any help is greatly appreciated.

Is the first test the result of an overloaded node?

It's very likely a link is being overloaded. Many ISPs are in peering disputes at the moment. Everyone wants to send traffic but no one wants to pay for it.

Comcast, Verizion and TimeWarner seem to be the worst offenders at the moment.

I've personally being seeing a lot loss during peak times to the central area, specifically Chicago. Just one of those situations that you can't fix, you'll just need to bear through it until upgrades are completed.
