Shaping on 16/3 Business (Starter) Internet
I had posted this several days ago in another thread of someone who was having a similar problem, but since it has not received a response thought I would try posting it as its own thread this time. I'm hoping that someone at Comcast could have a look at this.
My Internet package is supposed to deliver 16/3, but instead on average I'm getting something closer to 6/1.3. Any assistance would be appreciated.

Connected to server 64.9.225.142.
Estimating capacity:
Upstream: 1358 Kbps.
Downstream: 22197 Kbps.
The measurement will last for about 2.5 minutes. Please wait.
Checking for traffic shapers:
Upstream: No shaper detected.
Median received rate: 1325 Kbps.
Downstream: Burst size: 9188-9764 KB; Shaping rate: 6346 Kbps.
The above agrees with what I generally see when using wget to retrieve large, neaby files. With a 100mb file from Southfield, MI to my connect point in Milan, MI I typically see an average download speed of about 6700 Kbps (including the initial burst. Without the burst the traffic is generally 6100/6200 Kbps).
