Service Interruption
So we experienced a 10 minute loss of Internet Service last night 09/03/16 in Portland. How do we find out if it was a Comcast issue or some other issue?

You have to call when the service is down and file a trouble ticket. If this is a one-off don't worry about it. If this is happening on a regular basis then worry about it.
