routing to europe & asia in comcast's network

I'm in California and correspondents in Europe and Asia are complaining

that they have recently been unable to reach my static IPs, via icmp or

http.  I'd like this fixed.  I can provide failed traceroutes to their IPs.

I think it's been a few weeks, but I don't know exactly when it started.
