Routing issues causing disconnects, latency spikes

About 40-50 times per day, for 2 minute increments, the Internet becomes unusable, or stalls, at our office. We just signed up for Business Class Internet, which I was under the impression was supposed to guarantee against this kind of stuff. As it stands now, this is much worse than my home connection, which has even lower bandwidth caps.
