Required Installation?

I have my own modem router combo and my office has a Comcast internet cable line running into it. I connected my modem to the cable line and the modem and the modem shows it's got signal so I check my computer and when pulling up the browser I'm immediately taken to an Xfinity activation splash screen now proving I have signal. I called customer support to ask if I could be activated now and and spare me the high cost install fee since not needed. The customer service representative tells me the tech needs to come out and hook it up. So being shocked and also curious I asked again what will they be hooking up as everything is already connected and all that's needed is activation which is on Comcast side and couldn't I do that over the phone with them. Again I got the same answer with no better clarification as to what's being hooked up or why it couldn't be activated over the phone and save me the high cost fee

We do allow you to do your own self-install with our Getting Started Kit. Here is a link to how to activate your modem by yourself. https://comca.st/3yfznP4

 

There are some occasions that we would need a tech to come there and a self-install would not be possible. Do you know if there were services at that address before?

@Comcast_DevinC​ I tried the link and it tells me I can't activate that way, but yes there's been Comcast service at this address before and currently has signal because the browser keeps bouncing me back to an Xfinity Activation splash screen instructing me to download the app to activate which I already have and it won't let me. 

I have done self installs with Comcast before and the issue I'm having is Comcast needs the modem s/n# now to complete activation but it seems unless I have a tech come out and read the numbers from the bottom of the modem they won't connect as there are no other issues with the hardware.
