packet loss when pinging 1.1.1.1

We have 2 ISPs for our business.  We have internal processes that ping out to the internet to monitor connectivity.  We noticed that when we try pinging Cloudflare's 1.1.1.1 or 1.0.0.1 (over our Comcast connection) we get roughly 25% packet loss (latency is only around 10ms though).  We're able to ping through our other provider with 0% packet loss (with 20ms latency).

The pings from the internal network traverse the same edge firewall for both providers.  Traceroutes run over both providers show completely disparate paths all the way up to the final destination.

Is there anything on Comcast's network that can be causing the packet loss?
