Packet loss causing lag spikes

Seems to be later at night mostly, but we are currently getting packet loss, I'm showing over ~1800 packets a 16% packet loss at the modem/router level. This typically happens later after 7PM, but I haven't monitored much during the day as of yet.

 

When the tech installed, they said signal levels look perfect, here's from the modem currently:

where are you, what city?  Do you have any splitters on your cable line, any other devices on it?
