Our internet installation project is stalled - help!

I serve on the HOA Board for Edited <Personal Information>   Comcast had a contractor come onsite on December 30th to trench in an internet line from their distribution box to the outside wall of our pool clubhouse.
I've been trying since that date to get an update on when a Comcast technician would be onsite to finish the installation.  On Feb 12th, I had a online chat with Comcast where the representative shared with me the following from the construction department record:
"Here is what I see notated on your Order. Total construction cost of $10,432. Options to save Order: Options: Increase MRC from $118 to $266 per month on a 36 month agreement or contribute towards the construction costs: $6,432".
I have tried contacting via email and phone our original sales rep (Konstantino) with no response.   No one from Comcast has reached out to me with this information.  I've had to chase Comcast  to get any kind of meaningful update; which I find extremely frustrating.
So, where do we go from here?    The Comcast contractor has already installed the new line; without agreement from Edited <Personal Information> HOA on a) increasing our MRC to $266 per month for 3 years or, b) us putting up $6,342 toward the construction costs, or c) cancelling the agreement.
I've sent a email on Feb 12th to our sale rep manager, with no response either.  How can I get someone from Comcast management to engage with me to sort out our options and get this project unstuck?
