No Ranging Response - T3 timeout Cisco DPC3939B

We have been trying to troubleshoot some VPN throughput issues and decided to check the logs on the modem; lots of [Docsis][562]: No Ranging Response received - T3 time-out running through the event logs. 

 

Is this more likely an issue with the modom or with the signal? Screenshot of the signal attached.

 

Any input is appreciated.
