Internet Being Throttled
About a month ago my Business Class internet started to bog down a little (upstream), speed tests were showing that I was getting around 7mbps up but then as I would test via ShaperProbe and other programs, it shows that it is being reduced down to below 3mbps. My DL speed is still 20mbps and is constantly that, but the upload speed seems to be getting throttled. Does anyone else have an issue like this?
I am providing a screenshot of logs that I have written down from the upstream with ShaperProbe. Its initial capacity and it's shaped average. As you can see, it is a reduction of over 4,000 kbps (3.9-4 mbps).

The 16/3 service does this because it's an artifically throttled service. When your throttling TCP/IP you do it by delaying traffic, this causes the sliding window to get so large that the senders back off the sending speeds.
The reason that the speedtests (speedtest.com and friends) all show the higher upstream is because their servers are (in some cases) right on the comcast network - and the latency from you to their test servers is so rediculously low that the throttling can delay the packets a tremendous amount before the senders will throttle back.
A less technical way of saying it is that the algorithims in the Comcast gear that throttle the upstream speed don't work very well when the round trip time between you and the test server is below a certain value.

Welcome SamuelAdams. Thank you for the post. Our Service Center checked the equipment for issues and verified the bootfile and service level. Traffic to your gateway is not being throttled. Also Business customers does not have any utilization thresholds.
The information in the post matches the 16/3 service level as verified by the Service Center.

so they throttle the line, WOW I didn't know this VERY VERY disconcerting as I need to have a consistant feed. Right now my speeds have dropped to 1mb/s. NOT a happy bunny. I'm in Chicago
