Frequent Outages

It is very discouraging to have so many outages.  We have a training facility and when the Internet goes down (sometimes 3-5 times a day), it limits our ability and productivity.  We are located in postal code 88030.  Are there any plans for providing better service in our area?  There is a business 1 block away that experiences the same issues and has been told "That's the best service we can provide".
