Comcast is suffering severe Hand off Packet loss with Level 3

Following all the referenced post, I find no evidence of "Hand off Packet loss with Level 3". To the contrary, I see minimal packet loss end to end which also matches the first hop loss. This is a strong indication of unanswered ICMP queries to intermediate router, not real end-to-end severe packet loss.
