PRI Call Does not go through

We have a customer that when ever trying to call any of the 100 DIDs that we have will get a "Not a working number" or busy signal.  We have the phone vendor looks at the phone system and they are not blocking any incoming calls.  Could this be a comcast issue?  Can someone check to see if the number even hitting the comcast ADTRAN?
