Dial tone but can't answer any calls or make calls.

Dial tones on all 3 lines but call fails.  Phones ring but cannot answer them.  3 phone lines, fax machine and credit card machine all will not work.  HELP.  I have called all your numbers and it will not connect and gives fast busy signal.
