cannot dial out

Can get dial tone, but get message that all circuits are busy.  Tried calling 1-800 number from my cell phone, and when I get to technical support, I get a busy signal and then disconnect - 5 times!

This is at least the 4th time that my phone service has been interrupted in the last 11/2 years, and now I won't get phones back until tonight?  And the time of recovery keeps getting pushed back.

It might be time to start looking for a new phone service provider.
